China:Chongqing to input RMB20 million for production of mulberry and cocoon in five years

A large project aiming at supporting 500,000 farmers to professionalize their mulberry and cocoon production was officially launched in Guanba of Zhongxian County yesterday. It was learned that in the next five years, 25 districts and counties (autonomous counties and cities) suitable for production of mulberry and cocoon would receive a total funding of over RMB20 million Yuan to enable farmers to significantly increase their output. The project will focus on 14 districts in the reservoir area and the southeast area of Chongqing (autonomous counties and cities).

In the list of towns and villages announced yesterday to be covered in the project, five of them aiming at achieving an output of 10,000 dans (a unit of weight in China) are from the reservoir area, and in the 77 villages aiming at achieving 1,000 dans, 26 are from the reservoir area and 22 are from southeast Chongqing. In the next five years, these towns and villages will receive non-cash subsidies from the development and promotion fund of the municipal Foreign Trade and Economic Relations Commission in mulberry plantation, technical assistance and advisory services. Meanwhile, the production of mulberry and cocoon of Chongqing city will gradually move from the traditional western Chongqing to the reservoir area and southeast Chongqing, where it is more suitable for production of mulberry and cocoon.

It is learned that currently among the 500,000 cocoon farmers, the average production per person is less than two sheet of silkworms and income is merely RMB1,000 Yuan. Due to lack of intensive production and professional advice, the output is not as expected resulting in low enthusiasm from farmers. In addition, production of mulberry and cocoon is overly concentrated in west Chongqing while the plantation and production in the reservoir area and southeast Chongqing, where it is more suitable for mulberry plantation and cocoon production, are low. These negativities result in a situation where the areas with large plantation do not deliver good products while the “good” areas do not have large production.

Officials from the municipal cocoon and silk office stated that the launch of this funding project for premium mulberry and cocoon production will break the bottleneck that obstructs the development of mulberry and cocoon production of the region and silk export, it will also effectively push the industrialization of agricultural production in the reservoir area and southeast Chongqing. According to the project schedule, in five years, there will be 20 townships with 10,000 dans output, 200 villages with 10,000 dans output, 2,000 communes with 100 dans output and 20,000 household with 10 dans output. It is estimated that a household with 10 dans output will bring revenue of over RMB10,000 Yuan.

In addition to the million Yuan funding support of the project, the mulberry and cocoon industry in the reservoir area and southeast Chongqing will also benefit from the national project of moving the cocooning industry from east to the west. It is disclosed that the seven districts and counties in the application list of Chongqing for funding support from the Ministry of Commerce under this national project are all from the reservoir area and southeast Chongqing and five or six of them are expected to be approved within the year.
