ReturnChina will adjust import tariffs for a range of products starting Jan 1, 2021 to support the acceleration of the construction of a new development pattern and promote high-quality development of economics, the Customs Tariff Commission of the State Council said Thursday.
Temporary tariff rates may apply to 883 items of imported goods, which will be lower than the most-favored-nation tax rates, to increase imports and optimize the import structure, up from 859 products taxed at temporary rates in 2020, according to the commission.
, according to the commission. For Silk headscarves and scarves, the tariff rate will be temporarily 5%, lower than 6%for most-favored-nation tax rate, same as those of last year,a measure to increase high quality silk supply and tame prices in the domestic market.
The tariff changes are made to satisfy domestic demand and boost the technology development of Chinese industries so that a "great circulation" of the domestic economy would be formed.

為支持加快構(gòu)建新發(fā)展格局，推動(dòng)經(jīng)濟(jì)高質(zhì)量發(fā)展，國務(wù)院關(guān)稅稅則委員會(huì)近日印發(fā)通知，2021年1月1日起將調(diào)整部分進(jìn)口商品的最惠國稅率、協(xié)定稅率和暫定稅率。根據(jù)通知，我國將對883項(xiàng)商品實(shí)施低于最惠國稅率的進(jìn)口暫定稅率,去年為859項(xiàng)。
其中，涉及絲綢制品的，稅目號為62141000，品名為“絲制頭巾和圍巾”的2021年暫定稅率為5%，低于最惠國稅率的6%，和去年此項(xiàng)保持一致。
與此同時(shí)，根據(jù)國內(nèi)產(chǎn)業(yè)發(fā)展和供需情況變化，對2020年實(shí)施的進(jìn)口暫定稅率進(jìn)行適當(dāng)調(diào)整。
根據(jù)我國與有關(guān)國家或地區(qū)簽訂并生效的自由貿(mào)易協(xié)定或優(yōu)惠貿(mào)易安排，2021年我國將對原產(chǎn)于相關(guān)國家或地區(qū)的部分進(jìn)口商品實(shí)施協(xié)定稅率。其中，中國與毛里求斯自貿(mào)協(xié)定從2021年1月1日起生效并實(shí)施降稅。進(jìn)一步降稅的有中國與新西蘭、秘魯、哥斯達(dá)黎加、瑞士、冰島、巴基斯坦、智利、澳大利亞、韓國、格魯吉亞自貿(mào)協(xié)定以及亞太貿(mào)易協(xié)定。原產(chǎn)于蒙古的部分進(jìn)口商品自2021年1月1日起適用亞太貿(mào)易協(xié)定稅率。2021年繼續(xù)對與我建交并完成換文手續(xù)的43個(gè)最不發(fā)達(dá)國家實(shí)施特惠稅率，特惠稅率適用商品范圍和稅率維持不變。
